Un año después de la reforma financiera de RTVE, la situación económica de la televisión pública es crítica. No porque haya disparado los gastos, sino porque las televisiones privadas y las operadoras de telecomunicaciones -que deben destinar un porcentaje de sus ingresos a sufragar RTVE- no han ingresado en sus arcas las cantidades previstas.

Czech head of state Miloš Zeman is known for his controversial statements that keep him in the public eye. And this week he stirred up a strong response after suggesting that public service television broadcaster Czech Television be nationalized because it is, he alleges, a mouthpiece for one political party alone. And the president appears willing to follow up his words with action.
President Miloš Zeman made the initial comments in answers on a well known politics news server. He said that instead of being paid for by viewers through annual payments, the public broadcaster should be financed directly by the state. That, he suggested, would solve the current situation where he claimed the public broadcaster was a mouthpiece for just one political party, the centre-right TOP 09. It’s not the first time the head of state has made such comments.
But the president’s spokesman, Jiří Ovčáček made it clear Zeman is willing to go further, saying that changes to the broadcaster’s financing should be debated in parliament and that the president wanted to discuss the whole issue with ANO leader and finance minister Andrej Babiš.
And the ANO leader, who apparently feels slighted by his recent television coverage over the so-called Stork’s Nest affair, is reported to be in favour of direct state payment and control saying Czech Television’s finances are unclear and political bias is sometimes clearly seen.
On the small screen at least Czech Television has played down the latest attack. But in an official statement spokeswoman Alžběta Plívová spelled out the principles of public service broadcasting.
“Public sector broadcasting is in general a pillar on which civic liberties are based. It is a guarantee of independent journalism and that is why in no democratic country in Europe is there a state-administered television as such.”
She added that payments from viewers is regarded by the grouping of European broadcasters, the EBU, as the best way of ensuring political independence for them.

El Pleno del Congreso de los Diputados ha aprobado este martes una enmienda del PSOE a la Ley de Economía Sostenible para reducir a siete el número de miembros del futuro Consejo Estatal de Medios Audiovisuales (CEMA). La enmienda ha prosperado con el apoyo de 184 diputados de PSOE, PNV, CiU y CC frente al voto en contra del PP y la abstención de ERC-IU-ICV y BNG.

The board of directors of BHRT, Bosnia's state television, announced on Monday that the network will temporarily stop the production and transmission of its programmes from June 30 due to the financial hardships that it is currently experiencing.
"State institutions have not been able to find a solution... to the financing of the public service," the board of directors said in a statement.
"We are forced to take this decision, which only announces the real circumstances which will occur after June 30, when the current system of [financing] the radio-television system in Bosnia will expire," they said.
In recent years, BHRT has faced increasing financial problems, due to the constant fall in revenues collected through the tax that every owner of a TV set should pay - around 3.8 euros per year - which constitutes the main source of income for Bosnia's public television service.
The board of directors also mentioned the debts that Bosnia’s two entities' television networks, RTRS (Radio-Television Republika Srpska) and FTV (Radio-Television of the Federation of Bosnia and Herzegovina), have built up over the years, because they didn't transfer to BHRT the revenues from the some of the taxes they collect and commercials they sell, despite being legally obliged to do so.
"The total debt that the two entities' networks have with BHRT is 12.77 million euros: Radio-Television FBiH 8.4 million euros, and Radio-Television RS 4.49 million euros," the board of directors said.
BHRT has repeatedly asked Bosnian Council of Ministers in recent months to approve a reform of the law on the public radio-television system, in order to solve the long-standing problems of its financing.
However, so far the Bosnian Parliament was only able to approve a temporary extension of the current system until June 30.

Una cosa es predicar y otra muy distinta dar trigo. Esta parece ser la máxima de los socialistas que, por un lado, reconocen que hay que corregir las «duplicidades y disfunciones» que se han detectado en las Autonomías y, por otra, cuando hay que retratarse en el Parlamento y apoyar iniciativas para avanzar en la austeridad, no se mojan.
